In 1989 the General Public Health Council established the Bioethics Study Group and set up a collegiate body, under Dr. Manuel Velasco Suárez.
In 1992, the National Bioethics Commission was installed in the Council Room of the Secretariat of Health. Its internal regulations were submitted a year later.
In 2000, the Presidential Agreement was published in the Official Journal of the Federation, with the purpose of creating the National Bioethics Commission permanently. In 2002, after the decease of Dr. Velasco Suárez, Dr. Fernando Cano Valle was appointed Executive Secretary of CONBIOÉTICA.
In 2003, the initiative for the creation of Bioethics Commissions of the Federal States was filed. In 2004, Dr. Guillermo Soberón Acevedo was appointed President of the National Bioethics Commission.
In September 2005, by Presidential Decree, the National Bioethics Commission was constituted as a deconcentrated agency of the Secretariat of Health, with technical and operational autonomy.
Since October 2009, Dr. Manuel H. Ruiz de Chávez, was appointed President of the Council of the National Bioethics Commission.
